• Bureau of Indian Standards operates a Foreign Manufacturers Certification Scheme (FMCS) under the BIS Act,2016, for the grant of licence to a foreign manufacturer. • Foreign Manufacturers Certification Department is responsible for granting licences to foreign manufacturers to use the standard mark (ISI Mark) and sell their products in India. This scheme is applicable to grant a BIS licence for all products except electronics and IT goods.
• BIS licence is required for a foreign manufacturer to use the standard mark and sell their product in the Indian market. Without the standard mark, the product is not allowed to be sold in the country.
• To obtain a BIS license, foreign manufacturers/companies shall have to appoint an Authorized Representative to represent their case and comply with regulatory and certification requirements.
• BIS FMCS certification process includes documentation, application submission, scrutiny, manufacturing premises audit, sample collection and testing. All of these steps are not so easy as it seems. BIS Hallmarking

• Hallmark is a quality certificate issued by BIS that only guarantees the purity of gold used in jewellery. This certificate is supposed to be issued to all registered jewellers based on purity tests performed at a certified assaying and hallmarking centre.
• Hallmarking is allowed on 14 carat, 18 carat, 20 carat, 22 carat, and 24-carat gold jewellery.
• BIS launched the gold hallmarking scheme in 2000 and the silver hallmarking scheme in 2005 to protect consumers from adulteration and bind jewellers to maintain a legal standard of purity.
• BIS grants registration to jewellers to manufacture and sell hallmark jewellery. A jeweller who wishes to sell BIS hallmarked gold jewellery must first register with BIS for each of their sales outlets. Every jewellery will bear the BIS logo, purity, and a unique identification number.

• Wireless Planning and Coordination Wing (WPC) is the National Radio Regulatory Authority, under the Department of Telecommunications (DoT), Government of India.
• It is responsible for frequency spectrum management and issuing WPC licenses for IT and electronic devices that meet the needs of wireless technology users.
• In India, only WPC-approved wireless, Bluetooth IT, and electronic items that operate on unlicensed frequency bands and meet human safety regulations may be sold.
• Products with radio or wireless functionalities imported or manufactured and marketed in India will require an equipment type approval certificate (ETA certificate) from WPC.
• To obtain a WPC certificate/ETA certificate, all manufacturers, importers, traders, and suppliers shall have to conform compliance and regulatory requirements of WPC.
• Anyone who wants to sell wireless devices in India must have a WPC certificate.
• After receiving WPC ETA approval, a WPC import license is required to import any wireless equipment other than a broadcasting receiver and a TVRO system into India.
• To obtain a WPC certificate, an RF test report from an ILAC accredited foreign lab or a NABL accredited Indian lab is required to be submitted to WPC for evaluation.
