INTRODUCTION

TAC APPROVAL FOR AUTOMOBILE: The Certification that production samples of a design will get after achieving specified performance standards is known as vehicle type approval. With the implementation of the India Central Motor Vehicles Rules in 1989, AIS certification became available (CMVR). The CMVR publishes rules and regulations relating to vehicle approval, traffic restrictions, and the production and maintenance of motor vehicles, among other things. The Ministry of Road Transport and Highways is the responsible body for enforcing emission legislation, including Type Approval and production Conformity. The MORTH has established a standing Committee on Emission Legislation implementation, chaired by joint Secretary of MORTH, to advise the nodal agency on such implementation. TACs are awarded for products that must meet stringent technical and safety standards.

If the number of base models and variants manufactured/imported is more than one, and the individual base model and variants are less than 250 in any six-month period in a year, the testing agencies may select one vehicle from among such models and variants once a year to conduct such tests.

ARAI CERTIFICATION/AIS CERTIFICATION

The Government of India has designated ARAI as one of the primary testing and certification agencies under Rule 126 of the Central Motor Vehicle Rules, 1989. The Automobile Research Association of India (ARAI), founded in 1966 by the automotive industry in collaboration with the Indian government, is the country's largest automotive R&D organization.

ARAI also provides assistance to car manufacturers in the area of export homologation. The international certification bodies of Singapore, the Netherlands, and Australia have recognized ARAI for conducting testing in accordance with their standards.

The Automobile Industry Standard, or AIS, is a technical automotive standard for India. The Central Motor Vehicle Act of 1989 mandated AIS Certification.

TAC APPROVAL IS APPLICABLE FOR

  1. A producer of such product or a participant in the production process
  2. Importers or Dealers who purchase a product from a foreign producer
  3. A foreign manufacturer has its business in India and is involved in trading activities

DOCUMENTS REQUIRED FOR TAC APPROVAL

  1. Application form in the prescribed format
  2. Compliance report and test results in accordance with the method prescribed.
  3. In the case of Traders, Authorization letters from the manufacturer appoint him as the product's trader.
  4. A sample of the product for testing,
  5. A technical document including Installation instructions, operating manuals, and maintenance manuals.

PROCESS FOR TAC APPROVAL

Type Approval Certification process consists of the following steps.

  1. Submit application - Collect all the above-mentioned documents and applications from the manufacturer. Review all documents carefully, and after reviewing, submit an application with the required documents.
  2. Product testing In India - After collecting and verifying all the documents, in the next step, product testing is done in India from a recognized testing center.
  3. Factory audit - Auditors from India conduct factory premises inspections to check whether everything is according to the provided information in the application.
  4. Issue of Certificate - If the auditors get a satisfactory report of the product and manufacturing premises, the certificate will be issued.
  5. Marking and labeling of the parts - At last, marking and labeling of the parts is done.

Note: Electromagnetic compatibility tests of automobile electronics can be carried out at the manufacturer's facilities under specified conditions and do not need to be carried out separately in India.

TIMELINE

The average processing time taken for a grant of TAC is approximately 1 months for Indian manufacturers and 2 months for the foreign manufacturer. The rest will depend upon the circumstances. It may vary due to certain factors like applicant delays in response to queries raised, if any, delay in conducting inspection or testing of the sample, delay in repayment of dues, etc.
