The Bureau of Indian Standards (BIS) has issued an important amendment affecting manufacturers of LED luminaires and LED lighting products registered under the Compulsory Registration Scheme (CRS). These changes were made in February 2026 and discussed further in March 2026. In July 2026, the BIS published a Corrigendum extending the withdrawal dates of several previously published standards.

As a result of the changes made by the BIS, LED lighting manufacturers now have additional time to make changes to their products to comply with the BIS standards. failure to comply with the BIS standards during this time means products will be considered non-compliant and will not be allowed to be sold in India.

Background

On 03 February 2026, BIS established revised Indian Standards for LED luminaires and related lighting products. These revised standards replaced earlier editions and introduced several new technical and safety requirements aligned with the latest IEC standards.

As per the notification, both the old and amended Indian Standards were to be enforced till 2 August 2026, after which the old Indian Standards would be withdrawn.

The implementation guidelines issued by BIS on 20 March 2026, outlined the requirements of licence holders and applicants for change in the scope of licence. Further, the guideline outlined the procedures for assessing conformity to the safety of products requirements.

Latest Amendment: Compliance Period Extended

Through the Corrigendum dated 06 July 2026 (published in the Gazette on 09 July 2026), BIS has revised the withdrawal date for several standards.

For the affected product categories, the withdrawal date has now been extended from:

02 August 2026 → 02 February 2027

This effectively extends the concurrent running period by six months, allowing manufacturers additional time to complete testing, documentation, and implementation of the revised standards.

Important Note

The corrigendum does not extend the withdrawal date for every revised lighting standard. Manufacturers should carefully verify whether their product category is included in the amendment before planning their compliance activities.

Existing BIS Implementation Guidelines Continue to Apply

Although the compliance deadline has been extended, the implementation procedure issued by BIS remains unchanged.

Existing Licensees

Existing BIS license holders must:

  • Implement the applicable revised Indian Standard before the revised withdrawal date.
  • Submit complete test reports from BIS-recognized laboratories for all lead models previously tested under the earlier standard.
  • Provide an undertaking confirming that all series models covered under the licence comply with the revised standard.
  • Complete all compliance activities before the revised deadline to avoid cancellation of the licence or deletion of models from the scope.

New Applicants

Applicants submitting fresh BIS CRS applications may continue filing under the previous standards during the concurrent running period, provided they declare that the revised standards will be implemented before the withdrawal date.

After the revised deadline, BIS will accept applications only under the revised Indian Standards.

Change in Scope of Licence

Requests for adding new models or extending the scope of an existing licence will also follow the revised implementation timeline.

The revised standards introduce several important safety and performance enhancements, including:

  • Introduction of IPX9 protection requirements.
  • Inclusion of electromagnetic field (EMF) safety requirements.
  • Updated marking and labelling provisions.
