BIS CERTIFICATE OF CONFORMITY: In order to create a strong quality ecosystem in the country for the benefit of both industry and consumers, developing standards is essential. As a National Standard Body of India, the Bureau of Indian Standards is involved in the harmonious development of the activities of standardization, marking, and quality certification of goods. The Bureau of Indian Standards is authorized to carry out the Conformity Assessment of Goods, Articles, Services, Systems, and Processes in accordance with the relevant Schemes outlined in the BIS (Conformity Assessment) Regulations, 2018. BIS operates a Conformity assessment scheme for issuing certificates of conformity for goods and articles in accordance with Indian standards. BIS Conformity Assessment Schemes give confidence to consumers about the Quality, Safety, and Reliability of products and ensure Consumer Protection. BIS certification is required for all products covered by mandatory BIS certification.

CERTIFICATE OF CONFORMITY (Scheme IV)

The Bureau of Indian Standards (BIS) has begun issuing Certificates of Conformity in accordance with Scheme-IV of Schedule II of the BIS (Conformity Assessment) Regulation, 2018. The Bureau may issue a Certificate of Conformity (CoC) for goods and articles (products) that are manufactured in accordance with the specifications outlined in the relevant Indian Standards. A Certificate of Conformity from BIS is necessary for every manufacturer of a product covered by a CoC. Each product covered by mandatory CoC must be marked with the CoC Number. All CoC-covered products must be manufactured using BIS Standard-marked (ISI Marked) materials. Due to several factors such as national security, public interest, the prevention of unfair trade practices, etc., the government has made a number of products subject to mandatory compliance with Indian Standards through Quality Control Orders.

CoC is awarded by BIS only after a satisfactory evaluation of the manufacturer's manufacturing infrastructure, production process, quality control, and testing capabilities through a visit to its manufacturing facilities. In order to get a certificate of conformity for a product, the manufacturer shall identify the specific requirements specified in the standard, part of the standard, or essential requirements, as applicable and relating to the product. The Bureau may grant conformity to goods or articles manufactured at a manufacturing facility and conforming to specified requirements given in the standard, part of the standard, or essential requirements, as applicable.

PRODUCTS COVERED UNDER CERTIFICATE OF CONFORMITY (COC)

BIS has currently added the following two products in compliance with the CoC scheme:

  • Stampings/laminations/cores of transformers (with or without winding)
  • Requirement of Retro-Reflective Devices for Bicycles

PROCESS OF GETTING BIS CERTIFICATE OF CONFORMITY

The following are the steps for getting a BIS Certificate of Conformity (CoC):

Step 1. Documentation: First, the applicant must prepare and compile all the required information and documents before filling out the application as per BIS norms.

Step 2. Filing of the Application: Applicant shall have to fill out the Application Form through the BIS portal for BIS CoC.

Step 3. Submission of Requisite Documents: Applicant shall submit an application form with all required documents and applicable fees. The applicant shall submit a conforming Test Report issued by a third-party testing laboratory for the product sample.

Step 4. Scrutiny of Application: BIS will review all submitted documents and information once the application has been received.

Step 5. Factory Audit: Once the application is complete in all aspects, a visit to the factory will be made to check the manufacturing and testing infrastructure, production process, and quality control.

Step 6. Grant of Certificate of Conformity (CoC): Grant of CoC shall be made based on satisfactory compliance after receipt of a satisfactory Factory inspection report and acceptance/finalization of the Inspection and Testing Plan.

After receiving the COC, the manufacturer must adhere to the terms and conditions of the COC as well as the agreed-upon Inspection and Testing Plan. After issuing a COC, BIS carries out market and factory surveillance activities.

Validity of certificate of conformity

The certificate of conformity shall be issued for a period of not less than one year and up to two years. It may be renewed for a period of not less than one year and up to five years. An application for renewal of a certificate of conformity must be submitted to the Bureau before three months of the expiration of the certificate of conformity.
