Important update regarding mandatory BIS certification requirements applicable to manufacturers/importers/sales of products “Phthalic Anhydride, Ethylene Glycol, Toluene, Terephthalic Acid & n-butyl Acrylate” for the Indian market, implementation date has been extended till 22nd June, 2022.

OVERVIEW
"Phthalic Anhydride, Ethylene Glycol, Toluene, Terephthalic Acid & n-butyl Acrylate, Extension article issued through a gazette notification dated 24th December, 2021.
The Bureau of Indian Standard (Ministry of Chemicals and Fertilizers) in India had come up with the regulation for “Phthalic Anhydride IS 5158:1987, Ethylene Glycol IS 5295: 1985, Toluene IS 537: 2011, Terephthalic Acid IS 15030: 2001 & n-butyl Acrylate IS 14709: 1999” on June 2021.
The Central Government, after consulting the Bureau of Indian Standards, was of the opinion that it is necessary or expedient to do so in the public interest, in exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016). Under a licence from the Bureau of Indian Standards as per Scheme – I of Schedule- II (Conformity Assessment) Regulations 2018, "Phthalic Anhydride, Ethylene Glycol, Toluene, Terephthalic Acid & n-butyl Acrylate would have to comply with the Standard and bear the standard mark (ISI) and cannot be produced, traded/sold, stocked and imported unless they bear ISI Mark under licence.
“The effected date of implementation of this order has been extended from 23rd Dec 2021 to 22nd June 2022”
Not applicable to the products or articles which are meant for export.
Any person who violates the provisions of this order will be punished in accordance with the provisions of the said Act.
