BIS Extends Implementation Timeline for Revised IS 18112:2025 – Digital Television Receiver for Satellite Broadcast Transmission
The Bureau of Indian Standards (BIS) has recently issued updated guidelines for the implementation of the revised IS 18112:2025, titled “Digital Television Receiver for Satellite Broadcast Transmission Specification”. This standard outlines the essential requirements for Digital Television (DTV) receivers designed to receive Free-to-Air (FTA) satellite TV and radio signals.
Background
Under the Ministry of Electronics and Information Technology (MeitY)’s Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, products such as Plasma, LCD, and LED televisions are already under mandatory BIS certification as per IS 616:2017 / IEC 60065:2014 for safety requirements.
In April 2023, MeitY included Digital Television Receivers for Satellite Broadcast Transmission under this Order with an initial implementation date of April 26, 2025. This was later extended to October 26, 2025, and now, as per the latest notification dated 22 September 2025, the final date of implementation has been extended to January 26, 2026.
Key Highlights of the Revised Guidelines
- Implementation Dates:
- Last date for concurrent use of IS 18112:2022 and IS 18112:2025 – 30 December 2025
- Date of implementation of revised IS 18112:2025 – 26 January 2026
- Applicability:
- IS 18112:2025 – Digital Television Receiver for Satellite Broadcast Transmission
- IS 616:2017 / IEC 60065:2014 – Safety standards for television sets
- For Existing Licencees:
- Licencees must apply for inclusion of IS 18112 under their existing licences with complete test reports.
- Models that do not comply with IS 18112 by 26 January 2026 may be deleted from the scope of the licence or face cancellation.
- Manufacturers are encouraged to align with IS 18112:2025 to avoid reprocessing for transition later.
- For New Applicants:
- New applications for Plasma, LCD, or LED TVs must be submitted as per IS 616:2017 / IEC 60065:2014 and IS 18112:2025.
- From 26 January 2026, licences will not be granted based only on IS 616:2017 / IEC 60065:2014.
- Significant Revisions in IS 18112:2025:
- Inclusion of updated definitions from IS 1885 (Part 24):2023.
- Addition of IS/IEC 62368-1 for safety, aligning with international standards.
- Removal of redundant power consumption requirements (now covered under BEE).
- Added provisions for mute/unmute functions on remote controls.
- Enhanced compliance guidance and editorial corrections.
- Marking Requirements:
- IS 616/IEC 60065
- IS 18112
- R-xxxxxxxx
All television sets must comply with the requirements of both:
Television sets complying with both IS 616 and IS 18112 shall display both standard numbers with a single BIS licence number as shown:
Impact on Manufacturers
This extension provides manufacturers additional time to align their production and testing processes with the revised IS 18112:2025 requirements. It ensures a smoother transition while maintaining product safety and compliance with evolving technological standards.
Conclusion
The BIS continues to enhance India’s regulatory framework for digital electronics through the revised IS 18112:2025, ensuring that Digital Television Receivers deliver high-quality satellite broadcast reception with standardized safety and performance measures. Manufacturers are advised to initiate compliance activities promptly to meet the January 26, 2026 deadline.
