Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Bicycles- Retro Reflective Devices (Cycles-Safety Requirements for Bicycles) (Quality Control) Amendment Order, 2024.

OVERVIEW
Goods or articles categorized as Retro-Reflective Devices must meet the essential requirements outlined in IS 1016:2014 (Cycles - Safety Requirements for Bicycles). Compliance with these requirements must be certified by the Bureau, in accordance with Scheme-IV of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exemptions from this order include:
- Goods imported by manufacturers for the purpose of manufacturing bicycles for export, provided the manufacturer submits a self-declaration on official letterhead, signed by an authorized signatory. This declaration must include the invoice number and relevant import details, as well as an undertaking that these goods will not be used or sold in the domestic market. The manufacturer is required to maintain records of these imported goods for verification or audit by government authorities.
- Up to 200 imported goods or articles intended for research and development by bicycle or bicycle reflector manufacturers each year. These items must not be sold commercially and must be disposed of as scrap. Manufacturers must keep year-wise records of these imported items and provide this information upon request from government authorities.

The Bureau will act as the certifying and enforcing authority for these Retro Reflective Devices.
Any individual or entity that violates the provisions of this Order may face penalties under the Bureau of Indian Standards Act, 2016 (11 of 2016).
