Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.

OVERVIEW
The Ministry of Commerce and Industry has issued a draft notification, known as the Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.
It shall come into force on the date of its publication in the Official Gazette.
Goods or articles Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine shall conform to the corresponding Indian Standards IS 5604:1984 (Hand Operated Universal Gearless Pulling and Lifting Machines) and shall bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The goods or articles — Chain Pulley Block, Ratchet Lever Hoist, and Universal Gearless Pulling and Lifting Machine — manufactured by Micro and Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), shall conform to the corresponding Indian Standard IS 5604:1984 (Hand Operated Universal Gearless Pulling and Lifting Machines) after the applicable time limits as mentioned below:
- General (Other than Micro and Small Enterprises): 6 months from the date of publication in the e-Gazette
- Small Enterprises: 9 months from the date of publication in the e-Gazette
- Micro Enterprises: 12 months from the date of publication in the e-Gazette
The provisions of this Order shall not apply to goods or articles imported by a manufacturer, up to a maximum of 100 units per year, provided that:
- The imported goods or articles are not sold commercially.
- Such goods or articles are disposed of as scrap.
- The manufacturer maintains a year-wise record of these items and furnishes the details to the concerned authorities, as per the directions issued from time to time.
This Order shall not apply to goods or articles manufactured domestically for export.
The Bureau of Indian Standards shall be the certifying and enforcing authority for the goods or articles specified under this Order.
Any person who contravenes the provisions of this Order shall be punishable in accordance with the provisions of the Bureau of Indian Standards Act, 2016.
