BIS QCO for the Hinges (Non-ferrous metal butt hinges)

OVERVIEW

The Ministry of Commerce and Industry has recently enacted a quality control directive named the "Hinges (Quality Control) Order, 2023."

This order will take effect six months from the date of its publication in the official gazette.

Following this order, hinges must adhere to the prescribed Indian Standard 205:1992 (Non-ferrous metal butt hinges) and display the Standard Mark, requiring a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Notably, this order does not apply to goods or articles manufactured domestically for export.

Furthermore, the enforcement timeline varies based on the classification of enterprises. For micro-enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will become effective twelve months from the date of publication. For small enterprises, the order will be applicable after nine months from the date of publication.

The certifying and enforcing authority for hinges falls under the purview of the Bureau. It is emphasized that any violation of the stipulations in this order will lead to penalties as per the provisions of the Bureau of Indian Standards Act, 2016.
