BIS QCO for the Medical Textiles (Baby Diaper)

This order applies specifically to goods or articles like Baby Diaper, excluding those intended for export and items manufactured by Self Help Groups (SHGs).

Self Help Groups (SHGs) are defined as small informal groups of 10 to 20 individuals who voluntarily come together with similar social and economic backgrounds. Their purpose is to promote savings habits among members and collectively raise and manage resources for mutual benefit. In hilly or tribal areas, smaller groups of a minimum of 5 members may also form into SHGs.

Provided that if any manufacturer certified by the Bureau or any manufacturer who has applied for certification to the Bureau for the goods of articles covered under Schedule A of the Principal Order, declares prior to the commencement of the timeline of implementation as mentioned in this Order, under sub-section (4) of section 18 of the Bureau if Indian Standards, Act 2016 (11 of 2016) its old stock products without Bureau of Indian Standards Mark manufactured or imported prior to such commencement, such manufacturer shall be permitted to sell or display of offer to sell such declared stock up to 30th June, 2025.

For compliance, Baby Diaper must adhere to the corresponding Indian Standard IS 17509:2021 and display the Standard Mark through a license from the Bureau of Indian Standards in accordance with Scheme – I of Schedule – II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

The Bureau of Indian Standards is designated as the certifying and enforcing authority for Baby Diaper as outlined in this Order.

Violation of the provisions of this Order is subject to punishment in accordance with the Bureau of Indian Standards Act, 2016 (11 of 2016).
