BIS Quality Control Order for Hand Tools (Pipe Wrenches –General Purpose)

Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Hand Tools (Pipe Wrenches –General Purpose) (Quality Control) Order, 2025.
Hand Tools (Ring Slugging Wrenches (Spanners))
OVERVIEW
Small enterprises and micro enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, must comply with the Indian Standards as follows:
- General Implementation: 1st October, 2025
- Small Enterprises: 1st January, 2026
- Micro Enterprises: 1st April, 2026
Provided also that nothing in this order shall apply for two hundred numbers of goods or articles imported for the purpose of research and development by manufacturers of hand tools per year and such imported goods and articles will not be sold commercially and shall be disposed of as a scrap and the manufacturers shall maintain a year-wise record of such goods or articles and furnish the same, if so desired by Government authorities.
All hand tools must comply with Indian Standard IS 4003 (Part 1): 1978 (Pipe Wrenches –General Purpose) and bear the Standard Mark issued under a license from the Bureau of Indian Standards, in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Please note that this order does not apply to domestically manufactured goods intended for export.
The Bureau of Indian Standards will serve as the certifying and enforcing authority for these hand tools. Any individual or entity found in violation of this order will face penalties under the Bureau of Indian Standards Act, 2016.
