Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the bearings (Quality Control) Order, 2025.

OVERVIEW
The Ministry of Commerce and Industry has issued a draft order. This Order shall be called the Bearings (Quality Control) Order, 2025 and shall come into force on the date of its publication in the Official Gazette.
All goods or articles classified as Bearings shall conform to IS 14478:1997 (Plain Bearings - Thick-Walled Bushes, Plain and Flange Type, Full-Round (Without any Joint or Slit)) and shall bear the Standard Mark under a licence granted by the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The implementation timelines for compliance shall be as follows:
- General (Other than Micro and Small Enterprises): 12 months from the date of publication of this Order
- Small Enterprises: 15 months from the date of publication of this Order
- Micro Enterprises: 18 months from the date of publication of this Order
This Order shall not apply to the following:
- Bearings manufactured domestically exclusively for export.
- Bearings imported as part of any finished goods, sub- assemblies, or components.
- Bearings imported by manufacturers for use in the production of equipment, products, sub-assemblies, or components intended exclusively for export, provided that the manufacturer submits a self-declaration on its official letterhead, duly signed by an authorized signatory, to the Central Government. This declaration must include the invoice number, details of the import consignment, and an undertaking that such goods shall not be diverted for any other use or sold in the domestic market. The manufacturer shall maintain proper records for such imports for verification or audit by the relevant Government authorities.
- Up to 200 units of bearings per year, imported for research and development purposes by bearing manufacturers, subject to the condition that these bearings shall not be sold commercially and may only be disposed of as scrap. The manufacturer must maintain year-wise records and furnish the same to the Central Government upon request.
The Bureau of Indian Standards (BIS) shall act as the certifying and enforcement authority for the goods or articles covered under this Order.
Any person who contravenes the provisions of this Order shall be liable for penalties as prescribed under the Bureau of Indian Standards Act, 2016.
