The Ministry of Commerce and Industry has issued a draft order. This Order shall be called the Bearing Components and Accessories (Quality Control) Order, 2025 and shall come into force on the date of its publication in the Official Gazette.

All goods or articles categorized as Bearing Components and Accessories shall conform to the Indian Standard IS 1437:1996 (Plummer Block Housings). These goods must bear the Standard Mark under a licence from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

The implementation timelines for compliance shall be as follows:

• General (Other than Micro and Small Enterprises): 12 months from the date of publication of this Order
• Small Enterprises: 15 months from the date of publication of this Order
• Micro Enterprises: 18 months from the date of publication of this Order.

This Order shall not apply to the following:

1. Goods or articles manufactured domestically for export purposes.
2. Goods or articles imported as part of any finished product, sub- assembly, or component.
3. Goods or articles imported by a manufacturer for use in the production of equipment, products, sub-assemblies, or components meant for export, provided:
• The manufacturer submits a self-declaration on their letterhead, signed by an authorized signatory, to the Central Government.
• The declaration must include the invoice number and relevant details of the imported consignment along with an undertaking that the items will not be used domestically or sold in the Indian market.
• The manufacturer must maintain records for audit and verification by government authorities.
4. Up to 200 units per year of goods or articles imported for research and development purposes by bearing components and accessories manufacturers, provided:
• These goods shall not be sold commercially and may be disposed of only as scrap.
• Year-wise records must be maintained and submitted to the Central Government when requested.

The Bureau of Indian Standards (BIS) shall act as the certifying and enforcing authority for bearing components and accessories covered under this Order.

Any person found contravening the provisions of this Order shall be liable for punishment as per the provisions of the Bureau of Indian Standards Act, 2016.
