Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Cookware, Utensils and Cans for Foods and Beverages (Aluminium cans for beverages) (Quality Control) Order, 2024.
BIS QCO for the Cookware and Utensils (Aluminium cans for beverages)
OVERVIEW
This order applies to goods or articles related to Cookware, Utensils, and Cans for Foods and Beverages.
Such products must comply with Indian Standard 14407:1996 (Aluminium cans for beverages) and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Under this order, goods or articles related to Cookware, Utensils, and Cans for foods and beverages must adhere to the corresponding Indian Standard IS 14407:1996 for Aluminium cans for beverages. These products are required to bear the Standard Mark under a license from the Bureau of Indian Standards, as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Importantly, this order does not apply to goods or articles manufactured domestically for export purposes.
The provisions of this order do not apply to goods manufactured domestically for export.
Micro and Small Enterprises (MSEs): Enterprises classified as micro and small under the Micro, Small and Medium Enterprises Development Act, 2006 will follow the Indian Standards from the specified implementation dates:
- Micro Enterprises: From October 1, 2025.
- Small Enterprises: From July 1, 2025.

Udyam-Registered Enterprises: Goods manufactured by enterprises registered on the Udyam portal (with an investment in plant and machinery not exceeding ₹25 lakhs and turnover not exceeding ₹2 crores in the previous financial year, certified by a Chartered Accountant) are exempt from the order.
Pre-Implementation Stock: Goods manufactured or imported before the date of implementation may be sold or displayed for up to six months from the implementation date, provided the manufacturer or importer submits a declaration, certified by a Chartered Accountant, to the Bureau.
Imports for Research and Development: Up to 200 units per year of goods imported for R&D purposes are exempt, provided these goods are not sold commercially and are disposed of as scrap. The manufacturer must maintain a record of such goods and submit it to the Central Government.
The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for this order.
Any person who contravenes the provisions of this order will be subject to penalties under the Bureau of Indian Standards Act, 2016.
