CONFORMITY ASSESSMENT & REGULATORY COMPLIANCE

Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Asbestos or Fibre Cement based Products (Asbestos Cement Pressure Pipes (Light Duty)) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce and Industry has recently issued a Quality Control Order pertaining to goods and articles made from Asbestos or Fibre Cement based Products.

It shall take effect six months from the date of publication of this notification in the Official Gazette.

This order mandates that such products must adhere to the corresponding Indian Standard 9627:1980, specifically focusing on (Asbestos Cement Pressure Pipes (Light Duty)).

To demonstrate compliance, these products must bear the Standard Mark, granted under a license from the Bureau of Indian Standards, as outlined in Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, it's essential to note a few exceptions within this order. Firstly, the order does not apply to goods or articles manufactured domestically that are intended for export.

However, small enterprises, as defined under clause (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), shall not be subject to this order until nine months from the publication date.

Similarly, micro enterprises, as defined under clause (h) of section 2 of the same Act, shall be exempt from this order until twelve months from the publication date.

The certification and enforcement of these standards will be overseen by the Bureau of Indian Standards, which acts as the certifying and enforcing authority for the specific goods and articles outlined in the accompanying table.

In case of non-compliance, penalties will be imposed on individuals or entities that violate the provisions of this Order, as per the Bureau of Indian Standards Act, 2016.
