Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electrical Appliance for Domestic Clothes Washing (Quality Control) Order, 2023.

OVERVIEW

The provisions of this Order shall apply to micro and small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006, in accordance with the Indian Standards specified in the corresponding entries of the Table.

However, the following exceptions apply:

Exemptions for Existing Stock: Goods manufactured or imported before the commencement of this Order by a manufacturer certified by the Bureau, or one who has applied for certification, may continue to be sold, displayed, or offered for sale until 1st October 2025, provided the manufacturer submits a declaration to the Bureau.

Exemption for Research & Development Imports: Manufacturers of electric appliances for domestic clothes washing may import up to 200 units per year for research and development purposes until 1st April 2026. These goods must not be sold commercially and can only be disposed of as scrap. The manufacturer must maintain yearly records and provide them to government authorities upon request.

Exemption for Large Appliances: For electric appliances for domestic clothes washing with a capacity greater than 11 kg, the provisions of this Order will not apply for one year from its commencement, for manufacturers certified by the Bureau or those who have applied for certification.

It shall become effective six months after the date of publication of this notification in the Official Gazette.

Under this order, all electrical appliances designed for domestic clothes washing must comply with the corresponding Indian Standard 302 (Part 2 or Sec 7): 2010 and must display the Standard Mark. To achieve this, they must obtain a license from the Bureau of Indian Standards in accordance with Scheme-1 as outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, it's important to note that this order does not apply to goods or articles manufactured domestically for the purpose of export.

The Bureau of Indian Standards will serve as the certifying and enforcing authority for the goods or articles specified in this order.

Any person or entity found to be in violation of this order will be subject to penalties as per the provisions outlined in the Bureau of Indian Standards Act, 2016.
