Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Cross Recessed Screws (Fasteners - Cross Recessed Drilling Screws with Tapping Screw Thread Part 2 Countersunk Head) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has issued a Quality Control Order titled the "Cross Recessed Screws (Quality Control) Order, 2024.""

This order shall come into force six months from the date of publication in the Official Gazette.

Goods or articles of Cross Recessed Screws must adhere to Indian Standard 18471 (Part 2) :2023/ ISO 15482:1999 (Fasteners - Cross Recessed Drilling Screws with Tapping Screw Thread Part 2 Countersunk Head). They should bear the Standard Mark under a license from the Bureau in accordance with Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exemptions
This order does not apply to:

  • Goods manufactured domestically for export.
  • Goods imported as part of finished products, sub-assemblies, or components.
  • Goods imported by domestic manufacturers for producing products intended for export.
Implementation Timeline
  • General Enterprises: Six months from the publication of the Quality Control Order (QCO).
  • Small Enterprises: Nine months from the publication of the QCO.
  • Micro Enterprises: Twelve months from the publication of the QCO.

Additional Exemptions for Micro and Small Enterprises
Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are exempt from implementing the relevant Indian Standards if they:

  • Are registered on the Udyam portal of the Ministry of Micro, Small and Medium Enterprises.
  • Have an investment in plant and machinery not exceeding ₹25 lakh.
  • Have a turnover not exceeding ₹2 crore for the previous financial year, certified by a Chartered Accountant.

Research and Development Exemption
The order also exempts imported goods up to 200 kilograms annually for research and development by manufacturers of cross recessed screws (OEMs). These items:

  • Must not be sold commercially and can only be disposed of as scrap.
  • OEMs are required to maintain annual records of these goods and provide this information to government authorities upon request, on official letterhead signed by an authorized representative.

The Bureau will serve as the certifying and enforcing authority for Cross Recessed Screws.

Any person violating the provisions of this order shall face punishment under the Bureau of Indian Standards Act, 2016.
