BIS Amendment order for the Air Conditioner and its Related Parts, Hermetic Compressor and Temperature Sensing Controls (Temperature sensing control devices)

OVERVIEW

It shall come into force from the date of its publication in the Official Gazette. It introduces revised provisions for the import of specific hermetic compressors used in refrigeration, air-conditioning, and heat pump applications.

Under the amended order, manufacturers of air-conditioning and refrigeration equipment, along with related parts, are allowed to import specified categories of compressors up to prescribed limits based on their total import quantity during the financial year 2024–25. These import relaxations will remain applicable until 31st March 2027.

The amendment specifies the following permissible import limits for the financial year 2026–27:

Up to 40% of the previous year’s imported quantity for reciprocating hermetic compressors of fixed speed and variable speed (inverter) with a rated capacity below two tons of refrigeration, intended for refrigerators and similar refrigeration appliances.

Up to 30% of the previous year’s imported quantity for rotary hermetic compressors of fixed speed and variable speed (inverter) with a rated capacity below two tons of refrigeration, intended for air conditioners and heat pump applications.

Up to 90% of the previous year’s imported quantity for scroll and rotary hermetic compressors of fixed speed and variable speed (inverter) having a rated capacity of two tons of refrigeration and above, used in refrigeration, air-conditioning, and heat pump applications.

Up to 100% of the previous year’s imported quantity for rotary hermetic compressors with a rated capacity of two tons of refrigeration and above, intended for Variable Refrigerant Flow (VRF) air-conditioning systems.

Additionally, the Order requires manufacturers to maintain monthly records of the imported goods and submit the details to the concerned authorities on their official letterhead, duly signed by an authorised signatory. Manufacturers must also provide a detailed indigenisation plan for these goods to the Central Government.
