BIS QCO for Toluene Diisocyanate

OVERVIEW

The Department of Chemicals and Petrochemicals has issued a notification for Toluene Diisocyanate (HS CODE - 29291020), emphasizing its crucial role in various industrial processes, including the production of polyurethane products and nylon polymers.

To protect human health and the environment, the Bureau of Indian Standards (BIS) standard for Toluene Diisocyanate will be made mandatory.

The directive stipulates that both domestically manufactured and imported Toluene Diisocyanate must conform to Indian Standard IS 17916: 2022 and bear the standard mark, obtained through BIS licensing under Scheme-II of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Compliance will be governed by the Bureau of Indian Standards Act of 2016 and its associated Rules and Regulations, with BIS serving as the certifying and enforcing authority.

While the exact adoption date remains pending, these regulations are expected to take effect six months after adoption.

Stakeholders have a 60-day window from the notification date to provide comments and feedback.
