OVERVIEW

This Order applies to the goods or articles classified as Writing and Printing Papers, which shall conform to the specifications outlined in the Indian Standard IS 1848 (Part 2):2018, titled: “Writing and Printing Papers- Specification Part 2 Air Mall/Manifold, Cartridge 6 months from the date of publication of this order 9 months from the date of publication of this order 12 months from the date of publication of this order Drawing and Cartridge White, duplicating Absorbent and Duplicating Semi absorbent and Poster Machine Glazed Type.”

All such goods or articles must bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme–I of Schedule–II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Implementation Timeline:

  • General Manufacturers (other than Micro and Small Enterprises): Compliance required within 6 months from the date of publication of this Order.
  • Small Enterprises: Compliance required within 9 months from the date of publication.
  • Micro Enterprises: Compliance required within 12 months from the date of publication.

Export Exemption:
This Order shall not apply to goods or articles manufactured domestically solely for export.

R&D Exemption:
Up to five tons of goods or articles imported annually for research and development purposes by manufacturers are exempt from the provisions of this Order, provided that:

  • These goods or articles are not sold commercially.
  • After use, they are disposed of as scrap.
  • The manufacturer maintains year-wise records of such imports and shall furnish the same upon request by government authorities.

The Bureau of Indian Standards (BIS) shall act as the certifying and enforcing authority for the goods or articles covered under this Order, namely Writing and Printing Papers, Coated Paper, and Board.

Any person who violates the provisions of this Quality Control Order shall be liable for punishment under the provisions of the Bureau of Indian Standards Act, 2016.
