BIS Certification for Import

Audit of the world's largest PVC producer Trust, quality and human connection The story of Aleph India from Louisiana

July 30, 2025 |

Dear Colleagues and Industry Partners ,

We are pleased to share highlights from a significant milestone in Aleph INDIA’s journey – our successful collaboration with M/s Shintech Incorporated, the world’s largest producer of Polyvinyl Chloride (PVC), headquartered in the United States. We have just returned from an incredible journey, and we are eager to share this story with you.
When our senior official, Mr Yogesh Kant Tiwari, boarded that flight to Louisiana last month, carrying the responsibility of representing Aleph INDIA in a critical BIS audit, none of us expected it would become such a profound reminder of why we do what we do. This engagement demonstrates the power of regulatory alignment, cross-border trust, and the critical role of quality assurance in protecting public health.

The Objective: Ensuring BIS Compliance for Food-Grade PVC

Shintech invited Aleph INDIA to support and represent their organization during the Bureau of Indian Standards (BIS) audit for the product PVC Homopolymers, following IS 17658:2021. With over 1.5 million tonnes of food-grade PVC produced annually by Shintech, the implications of this audit were far-reaching, directly supporting food packaging safety for millions of Indian consumers.

The Audit Journey: A Four-Day On-Site Evaluation in Louisiana, USA

Days 1-2: Addis Facility

Our audit began at the Shintech facility in Addis, Louisiana. Here, our team met with senior leadership, including Mr. Tomohiro Hasegawa (Planning Manager), Mr. Satoshi Nagata (Director, Quality Assurance), and Mr. Bernand Collins (Head, Quality Control). Their commitment to safety and compliance was evident, with every process underscored by a deep sense of responsibility and technical integrity.

Days 3-4: Plaquemine Facility

The subsequent visit to the Plaquemine site involved a comprehensive verification of IS 17658:2021 standards, covering areas such as:

  • Vinyl Chloride Monomer Limits: Ensuring levels remained below 1 ppm, far exceeding mandatory requirements.
  • Polymerization Controls: Verifying temperature parameters are maintained under 200°C for safety and process integrity.
  • Advanced Quality Protocols: Reviewing sampling methodologies and documentation, which reflected world-class practices beyond regulatory minimums.

The Impact: More Than Just Compliance

✔ For Indian Consumers: This certification assures that materials used in food packaging are held to stringent safety benchmarks.
✔ For Indian Manufacturers: Over 500 domestic companies can now access globally certified PVC materials, strengthening local production and job creation.
✔ For Global Trade: This audit underscores the feasibility and importance of harmonizing international manufacturing with Indian regulatory frameworks.
