
BIS Issues Guidelines for Implementation of Revised IS 18112:2025 – Digital Television Receiver for Satellite Broadcast Transmission
The Bureau of Indian Standards (BIS) has released updated guidelines for the implementation of the revised IS 18112:2025 – Digital Television Receiver for Satellite Broadcast Transmission Specification (First Revision). This standard outlines the technical and safety requirements for Digital Television (DTV) receivers integrated into television sets for receiving Free-To-Air (FTA) satellite TV and radio signals.
Background
Under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, products such as Plasma, LCD, and LED TVs are already covered under mandatory BIS certification as per IS 616:2017/IEC 60065:2014.
Further, the Ministry of Electronics and Information Technology (MeitY), through its order dated 20 March 2025, extended the last date for implementation of IS 18112 to 26 October 2025, replacing the earlier deadline of 25 April 2025.
With the revision and publication of IS 18112:2025, BIS has issued new guidelines to ensure smooth transition and compliance for manufacturers, licence holders, and applicants.
Key Implementation Timelines
- Last date for implementation of IS 18112 with IS 616:2017/IEC 60065:2014 – 26 October 2025
- Last date for transition to IS 18112:2025 (from IS 18112:2022) – 30 December 2025
Beyond these dates, only IS 18112:2025 will remain applicable.
Important Provisions for Stakeholders
- For Existing Licencees:
- Must apply for inclusion of IS 18112 compliance under existing licences.
- Submit complete test reports as per IS 616 and IS 18112.
- Models not compliant with IS 18112 beyond 26 October 2025 may be deleted from the licence scope.
- For Licencees under IS 18112:2022:
- Required to declare implementation of IS 18112:2025 in registered models by 30 December 2025.
- For New Applications:
- Applications under IS 616 alone will only be accepted until 25 September 2025.
- After 26 October 2025, licences will only be granted with IS 18112 compliance.
- Beyond 30 December 2025, only IS 18112:2025 will be applicable.
- Standard Mark:
- Licencees must display IS 616/IEC 60065 and IS 18112 under a single licence number below the Standard Mark for televisions.

- Inclusion of definitions from IS 1885 (Part 24):2023.
- Safety requirements aligned with IS/IEC 62368-1 (which supersedes IS 616).
