DoT Extends Validity of Pro Tem Certificates to 2 Years — Important Update for OEMs & Applicants

The Department of Telecommunications (DoT), Ministry of Communications, Government of India, has issued an important update regarding the validity of Pro Tem Certificates under the MTCTE (Mandatory Testing & Certification of Telecom Equipment) framework.
As per the latest notification issued by the National Centre for Communication Security (NCCS), the validity of Pro Tem Certificates has now been significantly extended from 6 months to 2 years. This move aims to streamline certification processes and offer greater ease of doing business to manufacturers, OEMs, importers, and telecom equipment stakeholders.

Key Highlights of the Notification

1. New Validity Period for Pro Tem Certificates

Pro Tem Certificates issued on or after 05 December 2025 will now carry a 2-year validity, replacing the earlier six-month validity period.

2. Validity for Existing Certificate Holders

For Pro Tem Certificates that are already active and nearing expiration:

  • Applicants who apply for renewal on the MTCTE portal will receive a renewed certificate valid for the remaining period of the 2-year cycle.
  • The validity will be calculated from the date of first issue of the original Pro Tem Certificate.

3. Terms & Conditions Unchanged

All other conditions mentioned in previous NCCS notifications dated 02.10.2024 and 30.10.2024 remain unchanged.

4. Policy Review After One Year

The DoT has clarified that this 2-year validity policy will be reviewed after one year to assess its effectiveness and introduce refinements if required.

This update brings significant relief for stakeholders involved in telecom equipment certification. The extended validity reduces frequent renewals, administrative delays, and compliance workload.   • OEMs, dealers, importers, and applicants
  • TEC, DoT, and DCC
  • C-DoT and eTT (for required MTCTE portal updates)
