Order on Ensuring Adherence of Input Steel/Base Materials to Relevant IS Standards

To strengthen product quality and traceability across India’s steel value chain, a new order
mandates that manufacturers must use input steel/base materials that themselves conform to
the appropriate Indian Standards (IS) corresponding to the final product standard they are
claiming. In simple terms: if your product needs BIS certification to a given IS, your raw
steel or base material must also comply with its mapped IS standard(s).
What does the order cover?
The notification provides a product-wise mapping of Indian Standards for finished steel products to the required IS standard(s) for input steel/base materials. This helps manufacturers, service centers, and downstream processors choose the right inputs and keep documentation ready for audits and BIS inspections.
Examples from the mapping (illustrative)
- IS 1786:2008 — High strength deformed steel bars and wires for concrete reinforcement Input must comply with: IS 14650:2023 — Carbon Steel Cast Billet Ingots, Billets, Blooms and Slabs for Re-rolling Purposes (with noted exceptions for sizes < 8 mm).
- IS 277:2018 — Galvanized steel sheets (plain and corrugated) Input must comply with: IS 513 (Part 1):2016, IS 513 (Part 2):2016, IS 1079:2017, IS 2062:2011, or IS 5986:2017 as applicable to substrate type.
- IS 2002:2024 — Steel plates for pressure vessels (intermediate/high temperature) Input must comply with: IS 14650:2023.
- IS 3024:2015 — Grain Oriented Electrical Steel Sheet and Strip Input: Not applicable (as specified in the order).
- IS 14246:2024 — Continuously pre-painted galvanized steel sheets and coils Input must comply with: IS 277:2018 (galvanized substrate).
- IS 9550:2024 — Bright Steel Bars Input alternatives include: IS 7283, IS 5517, IS 4431, IS 3930, IS 3431, IS 3195, IS 4432, IS 11947, IS 3298, IS 14698, IS 7494, depending on the bar/grade/application.
The complete table in the order lists 140+ product–input combinations including flat products, long products, wire/strip, specialty steels, and coatings (e.g., IS 17404 electro-galvanized, IS 18385 automotive GI/GA, IS 18513 Zn-Al-Mg coatings, electrical steel routes via IS 18316). Manufacturers should reference the exact row for their product on the attached PDF.
Who must comply?
- Primary and secondary steel producers supplying slabs, billets, blooms, hot/cold rolled substrate, wire rod, etc.
- Downstream manufacturers producing bars, plates, sheets, strips, wires, strands, tubes/pipes, coated products, electrical steels, and specialty grades under any of the listed IS product standards.
What compliance looks like in practice
- Plan your input sourcing: Select mills/stockists that can supply input steel with valid test certificates conforming to the mapped IS standard (e.g., IS 14650 for re-rolling inputs, IS 7904 for high-carbon wire rod, IS 513/IS 1079 for sheet/strip substrates).
- Maintain material traceability: Heat numbers, mill TCs, and conversion records should clearly link input IS compliance → process → final product IS.
- Align QMS & inspection plans: Update incoming inspection formats to check chemical/mechanical properties as per the input IS; retain records for BIS audits.
- Update drawings/specs & PO text: Reference both the final product IS and the required input IS on purchase orders and internal specifications.
- Audit your supply chain: For multi-stage routes (e.g., HR → CR → coated), ensure each intermediate substrate meets the correct IS in the chain identified in the order.
