OVERVIEW
Ministry of Textile has introduced a quality control Amendment Order, 2024. This Order shall be known as the Protective Textiles Quality Control (Upholstered Composites Used for Non-Domestic Furniture) Order, 2024 and shall come into effect on the date of its publication in the Official Gazette.
This Order applies to:
- Upholstered composites used for non-domestic furniture, excluding those intended for export.
- Upholstered composites or fabrics traded as raw materials, in rolls, or used in the assembly of non-domestic furniture.
The industry involved in the assembly of non-domestic furniture (whether manufacturing or importing) that uses upholstered fabric as part of the finished product is exempt from this Quality Control Order until March 31, 2025.
Upholstered composites used for non-domestic furniture must comply with Indian Standard IS 15768:2008 (Textiles - Resistance to Ignition of Upholstered Composites Used for Non-Domestic Furniture – Specification) and must bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The Bureau of Indian Standards (BIS) shall be the certifying and enforcing authority for compliance with this Order.
Additional Notes:
- For the purposes of this Order, the latest version of Indian Standards established and published by the BIS shall apply from the date of such publication, as per clause (17) of section 2 of the Bureau of Indian Standards Act, 2016 (11 of 2016).
- The definition of “non-domestic furniture” is detailed in IS 15768:2008 issued by the BIS.
- Industries or firms manufacturing or assembling upholstered furniture for domestic use must provide a Self-Declaration under IS 15768:2008 stating that their products are for domestic requirements. This declaration is sufficient for compliance.
