Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2024.

Safety of Household, Commercial and Similar Electrical Appliances

OVERVIEW

Title and Scope:This order is titled the "Safety of Household, Commercial, and Similar Electrical Appliances (Quality Control) Order, 2024". It applies to all electrical appliances intended for household, commercial, or similar use with a rated voltage not exceeding 250V for single-phase alternating current or 415V for three-phase alternating current. Appliances covered by other Quality Control Orders under the Bureau of Indian Standards Act are excluded.

Effective Date: This Order shall come into force on Six months from the publication of the Quality Control Order.

Applicability: The Order covers a wide range of electrical appliances, including but not limited to:

  • Vacuum Cleaners and Water Suction Cleaning Appliances
  • Spin Extractors
  • Cooking Ranges, Hobs, and Ovens
  • Electrical Shavers and Hair Clippers
  • Tumbler Dryers
  • Warming Plates
  • Frying Pans and Deep Fat Fryers
  • Appliances for Heating Liquids
  • Massage Appliances
  • Electric Forced Convection Ovens
  • Electric Heating Tools
  • Electric Steam Cookers
  • Insect Killers
  • Electric Fence Energizers
  • Electric Call Bells and Buzzers for Indoor Use

Compliance Requirements: All listed appliances must conform to the Indian Standard IS 302 (Part 1): 2008 (Safety of Household and Similar Electrical Appliances: General Requirements) and bear the Standard Mark under a license from the Bureau of Indian Standards, as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exemptions:

  • The Order does not apply to goods manufactured domestically for export.
  • Small enterprises and micro enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, must comply with the Indian Standards as follows:
  • - General Implementation: Six months from the publication date.
  • - Small Enterprises: Nine months from the publication date.
  • - Micro Enterprises: Twelve months from the publication date.

Special Provision for Research and Development: Manufacturers may import up to 200 units of goods for research and development annually, provided these items are not sold commercially and must be disposed of as scrap. Manufacturers must maintain a yearly record of such goods and present it to the Central Government if requested.

Enforcement Authority: The Bureau of Indian Standards shall act as the certifying and enforcing authority for compliance with this Order.

Penalties: Any person who contravenes the provisions of this Order shall be subject to penalties under the Bureau of Indian Standards Act, 2016.
