For Small Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, the Order will come into force nine months after publication. Micro Enterprises will have twelve months from the publication date for compliance.

All flame-producing lighters must conform to Indian Standard IS/ISO 9994:2018 (Lighters – Safety Specification) and carry the Standard Mark under a Bureau of Indian Standards (BIS) license, as outlined in Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

This Order does not apply to goods manufactured domestically for export or to enterprises registered under the Udyam portal of the Ministry of Micro, Small, and Medium Enterprises, provided their investment in plant and machinery does not exceed ₹25 lakhs and their turnover for the previous financial year does not exceed ₹2 crores, as certified by a Chartered Accountant.

Additionally, goods manufactured or imported prior to the commencement of this Order, by a BIS-certified manufacturer or an applicant for certification, may be sold or displayed for up to six months post-implementation, contingent upon a declaration certified by a Chartered Accountant submitted to the Bureau

The Bureau will act as the certifying and enforcing authority for these products.

Non-compliance with this Order may result in penalties under the Bureau of Indian Standards Act, 2016.
