Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Bolts, Nuts, and Fasteners (Tower Bolts- Non-ferrous metals) (Quality Control) Order, 2024.

OVERVIEW
The Ministry of Commerce and Industry has issued the Bolts, Nuts, and Fasteners (Quality Control) Order, 2024. Here are the key provisions:
Effective Date and Standards:This Order shall come into force upon its publication in the Official Gazette. Goods or articles, specifically Bolts, Nuts, and Fasteners, must conform to Indian Standard 204 (Part 2): 1992 (Tower Bolts- Non-ferrous metals). They are required to bear the Standard Mark under a license from the Bureau of Indian Standards as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exemptions:
This Order does not apply to goods manufactured domestically for export.
It excludes goods imported as part of finished goods, sub-assemblies, or components.
Micro-enterprises and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are exempt until specified deadlines.
For a period of three years from the commencement of this Order, exemptions apply to imported goods intended for manufacturing, subject to specific conditions.

Import Conditions:
Manufacturers importing goods for manufacturing purposes must submit a self-declaration to the Central Government, ensuring that such imports are used exclusively for manufacturing for export.
Yearly import limits are specified for manufacturers to gradually indigenize production.
Research and development imports are limited to 200 kilograms per year for non-commercial use.
Certification and Enforcement: The Bureau of Indian Standards is designated as the certifying and enforcing authority for goods covered under this Order.
Penalties: Non-compliance with this Order will result in penalties under the provisions of the Bureau of Indian Standards Act, 2016.
This Order aims to standardize and regulate the quality of Bolts, Nuts, and Fasteners in the Indian market, ensuring compliance with established quality norms and promoting indigenous manufacturing capabilities.
NOTE:Any person who violates the provisions of this order will be punished in accordance with the provisions of the BIS Act, 2016.
