The Department of Telecommunications (DoT), under the Ministry of Communications, has issued a new notification on January 29, 2025, introducing Telecommunications (Standards, Conformity Assessment, and Certification) Rules, 2025. These rules aim to enhance the safety, security, and quality of telecommunications equipment used in India.

1. Introduction of New Standards & Certification
The notification introduces new conformity assessment measures that will be applicable to Original Equipment Manufacturers (OEMs), importers, distributors, sellers, and telecom licensees. All telecommunication equipment must now adhere to the prescribed Indian Telecom Security Assurance Requirements to ensure safety and compliance.
2. Mandatory Compliance for Telecom Equipment
Under the new rules, OEMs and importers must obtain a Certificate of Conformity (CoC) before selling, distributing, or deploying telecom equipment in any network in India. This certification will be issued by the Telecommunication Engineering Centre (TEC) or other designated authorities.
3. Exemptions from Conformity Assessment
Certain telecom equipment is exempted from mandatory conformity assessments, including:
- Equipment imported for research, development, or testing purposes
- Equipment brought into India for personal use that does not violate any applicable laws.
4. Inspection & Monitoring for Compliance
To ensure adherence to these new regulations, inspection and monitoring mechanisms will be put in place. If a non-compliant telecom product is identified, authorities have the right to:
- Issue a notice demanding discontinuation of its use within seven days.
- Suspend telecom services for users failing to comply.
- Seize or destroy non-compliant telecom equipment if necessary.
5. Digital Implementation for Efficient Compliance
The government plans to launch a dedicated online portal for telecom equipment certification and conformity assessment. This platform will:
- Provide guidelines for certification.
- Allow stakeholders to submit applications and pay fees digitally.
- Track compliance and issue alerts for non-conforming equipment.
