Update: Copper Product (Quality Control) Amendment Order, 2025
The Ministry of Commerce and Industry, Government of India, has issued a notification on February 19, 2025, regarding the Copper Product (Quality Control) Amendment Order, 2025. This new amendment introduces significant changes to the Copper Products (Quality Control) Order, 2024, which could impact manufacturers and importers involved in the production of copper-based products.
Key Highlights of the Amendment
1. Title and Effective Date:
- The notification is formally called the Copper Product (Quality Control) Amendment Order, 2025.
- The amendment comes into effect immediately upon its publication in the Official Gazette.
2. Exemption Period for Imported Goods:
- According to the new proviso inserted into paragraph 2 of the original Copper Products (Quality Control) Order, 2024, there will be a temporary exemption from the provisions of the order.
- Specifically, this exemption applies to goods or articles imported by a manufacturer for the purpose of manufacturing equipment, products, sub-assemblies, or components in India.
- The exemption period will last until March 31, 2025.
3. Specific Goods and Value Limitations:
- The exemption applies to wrought copper tubes for refrigeration and air-conditioning purposes.
- The exemption allows manufacturers to import this good up to a value of 25% of the total value of goods or articles imported during the Financial Year 2023-24, as specified in the Table attached to the amendment.
Impact on Manufacturers and Importers
The amendment is expected to provide relief to manufacturers who rely on imports for producing components in India, particularly for industries like refrigeration and air conditioning. The temporary exemption enables manufacturers to continue importing specific copper products without adhering to the full requirements of the Copper Products Quality Control Order for a short time period.
Conclusion
The Copper Product (Quality Control) Amendment Order, 2025 offers temporary flexibility for manufacturers importing wrought copper tubes and similar components. As the exemption lasts only until March 31, 2025, businesses are encouraged to plan their imports and manufacturing strategies accordingly to stay compliant with upcoming regulations.
Stay tuned for more updates regarding the implementation of this amendment, and feel free to reach out with any queries.
