Steel & Steel Products (Quality Control) Amendment Order, 2025 – Key Update from Ministry of Steel

The Ministry of Steel, Government of India, has issued an important amendment to the Steel and Steel Products (Quality Control) Order, 2024. This notification, published in the Gazette of India, introduces temporary relief on the enforcement of BIS certification for several steel products. This amendment has been issued under the powers granted by the Bureau of Indian Standards (BIS) Act, 2016, after consultation with the BIS. The decision has been taken in public interest, keeping in view the needs of the steel industry and supply chain stakeholders.

What the Amendment States

The Steel and Steel Products (Quality Control) Amendment Order, 2025 will come into effect immediately—from the date of its publication in the Official Gazette (20 November 2025).
1. Enforcement of BIS Standards Deferred for 3 Years
For the following serial numbers in Schedule I of the 2024 QCO, enforcement of the relevant IS Standard and IS Title will not be operative for a period of 3 years:

  16. IS 7285 (Part 2): 1994 — Hard Drawn Steel Wire for Prestressed Concrete
  17. IS 7887 : 1992 — Mild Steel Wire Rod for General Engineering
  18. IS 2062 : 2011 — Hot Rolled Medium & High Tensile Structural Steel (Certain exclusions)

This means manufacturers and importers dealing with these products get an extended compliance window of 36 months.
2. Enforcement of BIS Standards Deferred for 1 Year
For the following serial numbers in Schedule I, enforcement is deferred for 1 year:

  7. IS 1576 : 1986 — Carbon Steel Axle Quality
  8. IS 1862 : 1972 — Steel Forgings
  9. IS 228 — Multiple parts — Chemical Analysis of Steel
  10. IS 1608 (Part 1): 2018 — Tensile Testing of Steel
  11. IS 1608 (Part 2): 2018 — Hardness Testing
  12. IS 2328 : 2021 — Alloy Steel Blooms/Slabs
  13. IS 3024 : 2015 — Non-Oriented Electrical Steel for Rotating Machines

This provides 12 months of additional time to meet BIS requirements for these products.
