Government Rescinds Multiple Quality Control Orders for Key Chemicals – Latest BIS Compliance Update (December 2025)

The Ministry of Chemicals & Fertilizers (Department of Chemicals & Petrochemicals), Government of India, has issued an important update regarding several Quality Control Orders (QCOs) under the Bureau of Indian Standards (BIS) Act, 2016.
Through a series of notifications dated 28 November 2025, the Government has rescinded (withdrawn) mandatory BIS Quality Control Orders for multiple industrial chemicals with immediate effect.
This step has been taken in public interest after due consultation with the Bureau of Indian Standards.

Key Highlight: BIS Mandatory Certification Withdrawn

The following products are no longer under mandatory BIS certification requirements, as their respective QCOs have been cancelled:

  1. p-Xylene - IS 17370:2020
    Previous Order: p-Xylene (Quality Control) Order, 2021
    Notification rescinded: S.O. 3929(E) dated 13 September 2021
  2. Toluene - IS 537:2011
    Previous Order: Toluene (Quality Control) Order, 2021
    Notification rescinded: S.O. 5436(E) dated 24 December 2021
  3. Methyl Acrylate & Ethyl Acrylate - IS 14707:1999 & IS 14708:1999
    Previous Order: Methyl Acrylate, Ethyl Acrylate (Quality Control) Order, 2021
    Notification rescinded: S.O. 5406(E) dated 22 December 2021
  4. Vinyl Acetate Monomer (VAM) - IS 12345:1988
    Previous Order: Vinyl Acetate Monomer (Quality Control) Order, 2021
    Notification rescinded: S.O. 5405(E) dated 22 December 2021
  5. Ethylene Dichloride (EDC) - IS 869:2020
    Previous Order: Ethylene Dichloride (Quality Control) Order, 2021
    Notification rescinded: S.O. 3928(E) dated 13 September 2021
  6. Vinyl Chloride Monomer (VCM) - IS 17442:2020
    Previous Order: Vinyl Chloride Monomer (Quality Control) Order, 2020
    Notification rescinded: S.O. 3932(E) dated 13 September 2021

All cancellations have been announced under the authority of Section 16 and Section 25(3) of the BIS Act, 2016.

What Does This Mean for Manufacturers & Importers?
  • Mandatory BIS certification is no longer required for the above chemicals.
  • Import, production, and sale of these chemicals can now proceed without BIS Standard Mark requirements.
  • Any actions already taken or pending under the previous QCOs remain valid as per legal norms.
  • Industries dealing with petrochemicals, polymers, resins, coatings, adhesives, PVC manufacturing, and related sectors will see reduced compliance burdens.
Why Has the Government Taken This Step?

As stated in the notifications, the rescinding is done:

  • “in public interest”
  • After evaluating the regulatory necessity
  • After consultation with the Bureau of Indian Standards

This indicates realignment of regulatory priorities, possibly aimed at:

  • Streamlining chemical industry operations
  • Enhancing ease of doing business
  • Addressing supply-chain or industrial concerns
