Update: Ministry of Steel Issues Clarification on Input Steel Adherence Requirements – Exemptions Announced
In response to various industry representations, the Ministry of Steel has issued a significant clarification regarding the mandatory adherence requirements for input steel used in manufacturing final steel products. This clarification comes as an addendum to the Ministry’s earlier order dated 13th June 2025 and provides two key exemptions to ease compliance burdens for stakeholders.
Key Highlights of the Order
1. Exemption for Imported Steel Shipped Before 15th July 2025
Steel products imported with a Bill of Lading dated on or before 15th July 2025 will be exempted from the mandatory adherence requirement for input steel. This move provides relief to importers who had already initiated shipments before the adherence mandate was fully enforced.
2. Exemption for Integrated Steel Plants (ISPs)
The Ministry has also granted an exemption for Integrated Steel Plants (ISPs) from the input steel adherence requirement, subject to verification of BIS licences. To avail this exemption:
- ISPs must send a declaration to the Ministry of Steel confirming their ISP status.
- The communication must be emailed to [email protected] and include:
- A declaration of ISP status
- A list of operative BIS licences
- Relevant supporting documents
Important Note:
Any misdeclaration will lead to debarment from the SIMS (Steel Import Monitoring System). The Ministry of Steel will also introduce relevant changes in the SIMS portal to accommodate this exemption.

These exemptions are a welcome move to ensure smoother transitions and operational continuity
within the steel supply chain. Importers and ISPs should immediately review their compliance
obligations and initiate communication with the Ministry where applicable.
