Government Withdraws Mandatory BIS Certification for 14 Chemical and Polymer Products

The Government of India, through the Ministry of Chemicals & Fertilizers (Department of Chemicals & Petrochemicals), has officially withdrawn the mandatory BIS certification requirement for 14 key chemical and polymer products.
This decision follows consultations with the Bureau of Indian Standards (BIS) and has been published in the Gazette of India (Extraordinary) vide orders S.O. 5129(E) to S.O. 5142(E) dated 12th November 2025.
As per the notification, the earlier Quality Control Orders (QCOs) issued under the BIS Act, 2016 have been rescinded (cancelled) with immediate effect. However, any actions already taken or proceedings pending under the earlier orders will remain valid.

Key Highlights
  • The move effectively ends the mandatory BIS certification for these products.
  • Manufacturers, importers, and stakeholders are no longer required to obtain or maintain BIS licenses for these specific products.
  • The decision was made in the public interest after consultation with BIS.
List of Products Whose BIS QCOs Have Been Cancelled
  1. Terephthalic Acid (TPA)
  2. Ethylene Glycol (EG)
  3. 100% Polyester Spun Grey & White Yarn
  4. Polyester Industrial Yarn (IDY)
  5. Polyester Staple Fibre (PSF)
  6. Polyester Continuous Filament Fully Drawn Yarn (FDY)
  7. Polyester Partially Oriented Yarn (POY)
  8. Polyethylene Material for Moulding and Extrusion
  9. Acrylonitrile Butadiene Styrene (ABS)
  10. Polypropylene (PP) Material for Moulding and Extrusion
  11. Polyvinyl Chloride (PVC) Homopolymers
  12. Ethylene Vinyl Acetate (EVA) Copolymers
  13. Polyurethanes (PU)
  14. Polycarbonate (PC)
Effective Date

All the above Quality Control Orders (QCOs) stand withdrawn with immediate effect from 12 November 2025.
This means these products are no longer under the purview of compulsory BIS certification.

Reference Notifications

The following Gazette notifications have been rescinded by the Ministry under Section 16 of the BIS Act, 2016:
S.O. 5129(E) to S.O. 5142(E), dated 12 November 2025
Each corresponds to one of the above-listed products.

Conclusion

This development marks a major change in the regulatory landscape for the chemical and polymer industry. By rescinding these QCOs, the government aims to simplify compliance requirements and promote ease of doing business, especially for domestic manufacturers and importers.
While BIS certification is no longer mandatory for these products, voluntary certification remains an option for companies seeking to demonstrate product quality and compliance with Indian Standards.
