Dear Reader,

Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Laboratory Glassware (Glass beakers) (Quality Control) Order, 2023.

OVERVIEW

This order takes effect six months from its publication in the Official Gazette. Goods or articles falling under the category of Laboratory Glassware are required to comply with the corresponding Indian Standard 2619:2018 (Glass beakers) and bear the Standard Mark under a license from the Bureau of Indian Standards, as outlined in Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Certain exemptions are outlined in the order. It does not apply to goods or articles manufactured domestically for export.

Furthermore, for micro-enterprises and small enterprises, as defined in clauses (h) and (m) respectively of Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order comes into force twelve months and nine months from the date of publication, respectively.

The Bureau of Indian Standards is designated as the certifying and enforcing authority for goods or articles falling under the category of Laboratory Glassware.

Provided also that nothing in this Order shall apply up to two years from the date of commencement of this Order to goods or articles manufactured domestically by an enterprise, registered on the "Udyam portal" of the Central Government in the Ministry of Micro, Small and Medium Enterprises, wherein the investment in plant and machinery or equipment at original cost does not exceed twenty-five lakh rupees and the turnover does not exceed two crore rupees for the previous financial year as certified by a Chartered Accountant:

Provided also that nothing in this Order shall apply for two hundred numbers of goods or articles imported for the purpose of research and development by manufacturers of laboratory glassware per year with the condition that such imported goods and articles shall not be sold commercially and can be disposed of as a scrap and the manufacturers shall maintain a year-wise record of such goods or articles and furnish to the Central Government”.

Any individual found contravening the provisions of this order is subject to punishment under the Bureau of Indian Standards Act, 2016.
