BIS Amendment for the Polyethylene Material for Moulding and Extrusion

OVERVIEW

This amendment, titled the "Polyethylene Material for Moulding and Extrusion (Quality Control) Amendment Order, 2024," will be effective upon its publication in the Official Gazette.

The original Polyethylene Material for Moulding and Extrusion (Quality Control) Order, 2022, pertains to Polyethylene Materials utilized in moulding and extrusion processes, encompassing Low Density Polyethylene (LDPE), Linear Low-Density Polyethylene (LLDPE), and High Density Polyethylene (HDPE), excluding goods intended for export.

In addition to the existing regulations, a new provision is introduced. The amendment specifies that certain classes of polyethylene material for moulding and extrusion are exempted from the Order. These classes include:

• Low Density Polyethylene Extrusion (LDPE) Coating;
• Low Density Polyethylene (LDPE) Film Grades (Blown/ Cast) or Pharma;
• Linear Low Density Polyethylene (LLDPE) Butene Grades;
• Linear Low Density Polyethylene (LLDPE) Hexene/ Octene Grades;
• Metallocene Polyethylene Grades;
• Base Resins of Power Cable, Jacketing, and other applications;
• Compounds for Cable Jacketing/ Sheathing/ Polyethylene-80 and Polyethylene-100 (Black and Pigmented)/ Reinforcement Fillers.

For all other applicable polyethylene materials, adherence to Indian Standard IS 7328:2020 and the Standard Mark under a license from the Bureau of Indian Standards remains mandatory.

The Bureau of Indian Standards continues to serve as the certifying and enforcing authority for these materials. This amendment refines the scope, providing clarity and specific exemptions within the regulatory framework.

The Department of Chemicals and Petrochemicals has released a notification regarding the Polyethylene Material for Moulding and Extrusion (Quality Control) Amendment Order, 2023, which will take effect on the 5th day of January 2024, upon its publication in the Official Gazette.
