Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Cookware and Utensils (Quality Control) Order, 2024.

Cookware, Utensils and Cans for Foods and Beverages (Stainless Steel Utensils)

OVERVIEW

This order applies to goods or articles related to Cookware, Utensils, and Cans for Foods and Beverages.

Such products must comply with Indian Standard 14756:2024 (Stainless Steel Utensils) and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Under this order, goods or articles related to Cookware, Utensils, and Cans for foods and beverages must adhere to the corresponding Indian Standard IS 14756:2024 for Stainless Steel Utensils. These products are required to bear the Standard Mark under a license from the Bureau of Indian Standards, as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Importantly, this order does not apply to goods or articles manufactured domestically for export purposes.

The provisions of this order do not apply to goods manufactured domestically for export.

Small enterprises and micro enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, must comply with the Indian Standards as follows:

  • General Implementation: 1st October, 2025
  • Small Enterprises: 1st January, 2026
  • Micro Enterprises: 1st April, 2026

Provided that this Order shall not apply to:

  1. Enterprises registered under the Udyam portal of the Ministry of Micro, Small and Medium Enterprises, where:
    • The investment in plant and machinery or equipment, at original cost, does not exceed ₹25 lakh, and
    • The turnover does not exceed ₹2 crore for the previous financial year, as certified by a Chartered Accountant.
  2. Goods or articles domestically manufactured or imported before the date of implementation specified in the Table of this Order, by:
    • A manufacturer certified by the Bureau,
    • A manufacturer who has applied to the Bureau for certification, or
    • An importer of the relevant goods or articles. Such manufacturers or importers shall be permitted to sell, display, or offer to sell the declared stock up to six months from the date of implementation, subject to the condition that a declaration to this effect, certified by a Chartered Accountant, is furnished to the Bureau.
  3. Goods or articles filled with material in solid, liquid, or gaseous form, when imported into India.
  4. Up to 200 units of goods or articles imported per year for research and development purposes by manufacturers of cookware, utensils, and cans for food and beverages, provided that:
    • Such imported goods or articles shall not be sold commercially,
    • They shall be disposed of as scrap, and
    • The manufacturer shall maintain year-wise records of such goods and articles and furnish the same to the Central Government.

The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for this order.

Any person who contravenes the provisions of this order will be subject to penalties under the Bureau of Indian Standards Act, 2016.
