OVERVIEW
The Ministry of Commerce and Industry has issued the Electric Toys (Quality Control) Second Amendment Order, 2020, which will be effective upon its publication in the Official Gazette.
This Quality Control Order applies to toys or any product intended for use in play by children under 14 years of age, as well as any other product notified by the Central Government. It encompasses toys both in their initial state and after being subjected to reasonably foreseeable conditions of normal use and abuse, unless specified otherwise.
Electric Toys must adhere to the corresponding Indian Standard IS 15644: 2006 (Safety of Electric Toys) and bear the Standard Mark under a license from the Bureau of Indian Standards, as per Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018.
Exceptions to this order include goods manufactured and sold by artisans registered with the Office of the Development Commissioner (Handicrafts), as well as goods produced and sold by registered proprietors and authorized users of products registered as Geographical Indications by the Registrar of Geographical Indications.
Additionally, this order does not apply to goods intended for export.
The Bureau of Indian Standards is designated as the certifying and enforcement authority for Electric toys.
