Important Update: Guidelines for CCTV Security Compliance

We are excited to share crucial updates regarding the implementation of the “Essential Requirement(s) for Security of CCTV” as mandated by the Ministry of Electronics & Information Technology (MeitY). This notification, dated October 22, 2024, outlines key guidelines and deadlines for manufacturers and applicants of CCTV cameras. Here’s what you need to know:

Key Highlights of the Notification:

  1. Extended Implementation Deadline: MeitY has officially notified the Essential Requirement(s) for Security of CCTV cameras, as per the gazette notification dated April 9, 2024. The deadline for compliance has been extended to April 9, 2025. This extension provides manufacturers additional time to ensure their products meet the required standards.
  2. Requirements for Existing Licensees: Existing manufacturers of CCTV cameras, certified under IS 13252 (Part 1): 2010 / IEC 60950-1: 2005, must implement the Essential Requirement (ER) by April 9, 2025. This includes:
    • Online Application: Licensees must apply through the designated module and submit a test report for ER: 01.
    • Compliance Letter: Upon successful compliance, the Bureau of Indian Standards (BIS) will issue a letter confirming compliance for the approved models.
    • Consequences of Non-Compliance: After the deadline, any non-compliant models will be removed from the license scope, and licenses may be canceled if compliance is not achieved.
  3. New Applicants' Requirements: For new applicants seeking licenses for CCTV cameras:
    • Test Reports: Applications must include a test report for both ER: 01 and IS 13252 (Part 1): 2010.
    • Declaration: Applications lacking the ER: 01 report will be accepted until April 9, 2025, provided the applicant commits to compliance by that date.
    • Post-Deadline: After April 9, 2025, no licenses will be granted without adherence to the Essential Requirements for Security as specified in the Quality Control Order (QCO).
  4. Change in Scope of License: For changes in the scope of existing licenses:
    • Inclusion Applications: Must include test reports for both ER: 01 and IS 13252 (Part 1): 2010.
    • Deadline for Inclusion: Applications without the ER: 01 report will be accepted until April 9, 2025, with a commitment to compliance by that date.
    • Post-Deadline Compliance: No inclusion requests will be approved after the deadline unless they comply with the Essential Requirements for Security.
    Existing licensees are advised to use the specified module in section 5(A)(i) for implementing essential requirements for registered models.
  5. Packaging Compliance: Models that comply with these requirements may display the statement: “This CCTV camera complies with Essential Requirement(s) for Security” on their packaging. This labeling will assure customers of the product’s adherence to security standards.
