Revised Guidelines for Implementation of IS 18112:2022 – Digital Television Receivers Now Under Mandatory BIS Certification

The Bureau of Indian Standards (BIS) has released revised guidelines for the implementation of IS 18112:2022 – Digital Television Receiver for Satellite Broadcast Transmission. This notification marks a significant update for manufacturers of Plasma, LCD, and LED televisions, reinforcing the mandate to ensure compliance with both IS 616:2017/IEC 60065:2014 and the newly applicable IS 18112.

What is IS 18112?

IS 18112 specifies the requirements for digital television (DTV) receivers that are capable of receiving Free-To-Air (FTA) satellite TV and radio signals. It is aimed at enhancing consumer accessibility to satellite broadcast services and improving television functionality across India.

Implementation Timeline
  • IS 18112 becomes mandatory from 26 October 2025.
  • Applications and inclusions under IS 616 alone will only be accepted until 25 September 2025.
  • After 26 October 2025, all models and applications not compliant with IS 18112 will be cancelled or rejected.
Requirements for Manufacturers
For Existing BIS Licensees:
  • All licensed television models under IS 616 must now also comply with IS 18112.
  • Applications for Change in Scope of Licence (CSoL) must be submitted to include IS 18112, as per Conformity Assessment Scheme II.
  • If a model already has a TV tuner, inclusion applications can be submitted online along with a valid test report under IS 18112.
  • Test reports must reference the IS 616 test report and confirm compliance for the same model.
For New Applicants:
  • New applications must be submitted under both IS 616 and IS 18112.
  • After the implementation deadline, all pending applications under only IS 616 will be automatically rejected.
Standard Mark Requirements

From 26 October 2025 onwards, approved models must display the Standard Mark with both:

  • IS 616/IEC 60065
  • IS 18112
Key Compliance Points
  • No extensions will be granted beyond the deadline.
  • Non-compliant models post-implementation date will lead to licence cancellation.
  • Manufacturers must submit an undertaking confirming compliance with IS 18112.

This update is part of the Government of India's ongoing push to standardize and improve electronic goods through the Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2021, administered by MeitY.
