The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications, has released an important clarification regarding the acceptance of test reports for Smart Electricity Meters as per IS 16444. This move is crucial for manufacturers and OEMs dealing with smart metering technology and aims to streamline the certification process.
Key Highlights of the Notification (F. No. 6-6/2024-TC/TEC, dated 11 June 2025):
Test Reports from BIS Recognized Labs Accepted – With Conditions
- For equipment tested or submitted for testing on or before 12.06.2025:
- EMI/EMC and Safety test reports as per IS 16444 from BIS-recognized labs will be accepted even if the communication module’s model number/code is not mentioned.
- However, these reports must mention the communication module type (WAN/NAN) along with the frequency.
- A self-declaration from the OEM is mandatory, confirming the model number/code of the communication module used during testing. (Format annexed in the official notification.)
Requirement for Tests After 12.06.2025:
- For equipment submitted for testing after 12 June 2025, the test reports must clearly specify the model number/code of the communication module used for EMI/EMC and Safety testing.
Why This Matters:
This clarification ensures that test reports remain valid for previously tested equipment, providing some flexibility to manufacturers. However, it also sets a clear guideline for future testing, emphasizing the need for accurate identification of communication modules used in Smart Electricity Meters.
