The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications, has released new certification criteria for telecom equipment having specialized test requirements under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) framework. This decision aims to streamline the certification process for high-spec telecom products with unique power and performance configurations.
Key Highlights of the Notification
1. Telecom Equipment Covered:
Provisional certification can now be granted for the following equipment with specific technical requirements:

2. Test Report Requirements:
- EMI/EMC and Safety Parameters:
Must be supported with test reports from ILAC accredited labs, excluding labs from border-sharing countries. - Technical Parameters:
The applicant may either:- Submit test reports from ILAC accredited labs (non-border-sharing nations), or
- Submit a Self-Declaration of Conformity (SDOC) by the OEM. In such cases, these parameters will be marked as “Exempted”, and a Provisional Certificate valid for 2 years will be issued.
3. Report Validity and Submission Guidelines:
- ILAC-accredited lab reports must not be older than two years from the date of submission on the MTCTE portal.
- The Bill of Material (BoM) must clearly mention power specifications including voltage, current, and power ratings.
4. ITSAR Requirements:
For equipment types where ITSARs (Indian Telecom Security Assurance Requirements) have not yet been notified:
- Applicants must apply for conversion of the provisional certificate to a full MTCTE certificate (with security testing) once ITSARs are published.
5. Effective Date & Approval:
This guideline has been issued with the approval of the Competent Authority and is effective from the date of notification, i.e., 02 June 2025.
