Amendment for the Battery Waste Management (Amendment) Rules, 2023


These rules, known as the Battery Waste Management (Amendment) Rules, 2023, come into force upon their publication in the Official Gazette. They are aimed at enhancing the management of battery waste within the country.

  • The Battery Waste Management (Amendment) Rules, 2023, are introduced to improve battery waste management.
  • These rules will be in effect once published in the Official Gazette.
  • Amendments to the existing Battery Waste Management Rules, 2022, include redefining 'Battery' and extending producer responsibilities.
  • Rule 4 mandates Producers to manage waste batteries and obtain registration.
  • Producers must report annually, take sustainable production measures, and meet recycling targets.
  • Entities involved in refurbishing batteries must report waste battery weights in Rule 8.
  • Rule 9 requires recyclers to engage only with registered entities.
  • Rule 10 outlines Extended Producer Responsibility certificates and introduces trading platforms.
  • Rule 11 streamlines registration processes and information sharing.
  • Rule 14 permits the relaxation of return filing timelines.
  • Rule 15 mandates Committee meetings and reporting.
  • Schedule I and Schedule II provide specific compliance targets and requirements.
  • Form formats are updated to align with rule changes.
  • These amendments aim to enhance battery waste management, recycling, and compliance, with specific responsibilities for stakeholders and transparent reporting.

These amendments aim to strengthen the management of battery waste, promote recycling, and ensure compliance with Extended Producer Responsibility. The rules outline specific responsibilities for Producers, recyclers, and refurbishes, and introduce mechanisms for transparent reporting and tracking of waste battery management.
