Government of India Announces New Import Management System for IT Hardware Imports in 2025

In a significant development for businesses and industries involved in the import of IT hardware, the Government of India has introduced the updated procedure for the implementation of the Import Management System (IMS) for restricted IT hardware for the year 2025. This is in continuation of earlier notifications issued by the Directorate General of Foreign Trade (DGFT) and follows the earlier restrictions placed on certain IT hardware items like laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers (HSN 8471).

The key highlights of the new procedure are as follows:

1. Import Authorization Application

Importers looking to bring in restricted IT hardware will need to apply for an Import Authorization through the DGFT website. The application process will be available from 13th December 2024 to 15th December 2025.

2. Validity of Authorization

Any authorization issued under the IMS will remain valid until 31st December 2025. This provides businesses with a longer window to manage their imports under the new system.

3. Multiple Applications

Importers will have the flexibility to submit multiple applications throughout the year. This flexibility aims to support businesses that may need to adjust their import plans based on changing demand or market conditions.

4. Amendments to Authorization

If there are any changes or amendments needed to an existing Import Authorization during its validity period, the importer can submit a request through the DGFT website.

5. Continuing Restrictions

The restrictions placed on the import of IT hardware, which began earlier in 2023, will continue to apply. Importers will need to follow the established procedure for securing authorization before proceeding with any imports.

This circular was issued by the Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, to ensure that the import of restricted IT hardware is streamlined and properly managed, while also promoting greater compliance with government regulations.
