Update on BIS Notification for Test Reports under PPO for CCTV Security Requirements

The Bureau of Indian Standards (BIS) has issued a significant update regarding the implementation of "Essential Requirements for Security of CCTV," in alignment with the Public Procurement (Preference to Make in India) Order, 2017 (PPO). This new directive pertains to the acceptance of test reports from laboratories recognized under the Standardization Testing and Quality Certification (STQC) scheme.

1. Recognized Laboratories under STQC

BIS has recognized and empaneled 14 laboratories under the STQC scheme for the testing of CCTV security requirements. The list of these laboratories is available on the official BIS websites: crsbis.in and lims.bis.gov.in. This move aims to streamline the testing process for CCTVs and ensure compliance with the "Essential Requirement(s) for Security of CCTV."

2. Test Reports Issued Prior to Empanelment

It has come to BIS's attention that certain test reports have been issued by these recognized laboratories under the PPO, even though the samples were submitted before the laboratories were officially empaneled or recognized.

In response, BIS has decided to facilitate the industry by permitting the submission of these test reports for the implementation of "Essential Requirement(s) for Security of CCTV," as follows:

  • Test Reports Already Issued: Test reports issued by STQC laboratories under PPO, where the samples were submitted before the laboratory's date of recognition or empanelment, will still be accepted for implementation of CCTV security requirements.
  • Reports for Samples Under Test: For samples submitted before the recognition date and that are still undergoing testing or awaiting testing, the test reports, once issued, may also be submitted for the implementation of CCTV security requirements.

3. Submission Process for Applicants

Applicants and licensees may now generate test requests following the standard procedure. STQC laboratories are instructed to attach the relevant test reports to the LIMS (Laboratory Information Management System) generated report without requiring further testing. Applicants can then use these reports for applying for the implementation of the "Essential Requirement(s) for Security of CCTV" to BIS.

Conclusion
