CPCB Issues Strict Directive to Plastic Raw Material Manufacturers for EPR Portal Registration Compliance

The Central Pollution Control Board (CPCB), under the Ministry of Environment, Forest & Climate Change (MoEF&CC), has issued a stringent directive dated 04.07.2025 to all plastic raw material manufacturers, reinforcing mandatory compliance under the Plastic Waste Management (PWM) Rules, 2016 and its amendments.

The PWM Rules, 2016 were enacted to ensure environmentally sound management of plastic waste in India. The rules were further strengthened with the introduction of Extended Producer Responsibility (EPR) for plastic packaging, notified through Schedule II of the PWM (Amendment) Rules, 2022. Subsequently, manufacturers of raw plastic materials were brought under the ambit of the EPR framework via amendments dated 14.03.2024.

As per Clause 6 of the EPR Guidelines, all entities including Producers, Importers, Brand Owners (PIBOs), plastic waste processors, and now manufacturers and importers of plastic raw material, are mandated to register on the Centralized EPR Portal developed by CPCB.

Key Observations by CPCB
  • It has come to the attention of CPCB that many units are engaged in manufacturing raw plastic materials used in plastic packaging but have not registered on the EPR Portal.
  • This is in violation of Rule 13 and Rule 17 of the PWM Rules, 2016.
  • CPCB had previously issued notices and convened meetings to inform and assist manufacturers regarding the registration process.
  • Despite these efforts, non-compliance persists in several units.
CPCB Directive

Invoking powers under Section 5 of the Environment (Protection) Act, 1986, CPCB has now issued the following direction:
All plastic raw material manufacturers must register their unit with complete details on the centralized EPR Portal for plastic packaging within 15 days of receipt of this notice.
Failing to comply within the stipulated time frame may result in action as deemed fit under the applicable laws.

Manufacturers and importers of plastic raw material must:

  1. Submit an application for registration on the CPCB EPR Portal as per the prescribed SOP.
  2. Ensure proper documentation and accuracy of uploaded details.
  3. Start using the assigned registration number on every invoice related to the sale of plastic raw materials.
