CPCB Extends Deadline for Annual Returns Filing by PIBOs and PWPs to 30th November 2025: Ensuring Effective Plastic Waste Management
In a recent update from the Central Pollution Control Board (CPCB), the timeline for filing annual returns by both registered Producers, Importers, and Brand Owners (PIBOs) and Producers and Waste Processors (PWPs) for the financial year 2024-2025 has been extended to 30th November 2025. This decision comes as a special measure to facilitate smoother compliance and address challenges faced by stakeholders in meeting their reporting obligations under the Extended Producer Responsibility (EPR) framework.
The CPCB notification, referenced in their email dated 18th September 2025, highlights that this extension is intended to provide relief to PIBOs and PWPs while ensuring that the principles of environmentally sound management of plastic packaging waste are upheld. By allowing this additional time, the authorities aim to enhance accuracy and completeness in the reporting process, which is critical for effective monitoring and regulation of plastic waste management in India.
This extension is issued under the provisions of the Plastic Waste Management (Second Amendment) Rules, 2023, which empower regulators to provide flexibility in timelines for compliance when necessary. PIBOs and PWPs are reminded that annual returns are a crucial component of EPR compliance, serving as a key tool for tracking the collection, recycling, and disposal of plastic packaging waste. Timely and accurate filing helps authorities ensure that all stakeholders are meeting their responsibilities, thus contributing to the reduction of environmental pollution caused by unmanaged plastic waste.
For PIBOs and PWPs, this extension is not merely a deadline change—it represents an opportunity to improve data quality and strengthen their sustainability practices. Companies are encouraged to review their waste management processes, reconcile their data carefully, and ensure that all required information is accurately reported before the extended deadline. By doing so, they contribute not only to regulatory compliance but also to India’s broader environmental goals of reducing plastic pollution and promoting circular economy practices.
The extension comes with the approval of the Competent Authority and reinforces the government’s commitment to balancing regulatory compliance with practical support for industry stakeholders. PIBOs and PWPs should treat this extension as a chance to align their operations with EPR guidelines more effectively and play a proactive role in sustainable plastic waste management.
In conclusion, the new deadline of 30th November 2025 provides much-needed relief while emphasizing the continued importance of responsible plastic waste management. Stakeholders are urged to act promptly, maintain compliance, and contribute to a cleaner, greener environment for all.
