The INDIAN Government has given the green light, along with BIS certification, for Chinese goods to be sold again in Indian markets
After nearly four years of clearance being stalled due to tensions with Beijing, Chinese goods are once again set to re-enter Indian markets. The government is working to fast-track pending applications from local companies that wish to import electronic components, footwear, everyday household items, steel products, raw materials, and other finished goods. For these imports, mandatory BIS certification of foreign manufacturing plants is required before shipping to India.
The government is expediting pending applications from domestic companies seeking to bring in various goods, including electronics, footwear, household items, steel products, raw materials, and other finished goods. This certification is compulsory for all foreign manufacturing plants before any shipment to India. According to government sources, approvals had been suspended since early 2020 following a deterioration in diplomatic relations due to border clashes between India and China. While local factories received quick clearances, approvals for foreign—especially Chinese—units were put on hold, causing significant supply chain disruptions.
How the BIS Certification Suspension Was Lifted
The suspension is being lifted at a time when demand in the consumer sector is rising rapidly, further boosted by GST rate reductions. This has encouraged companies to pass on the benefit of the September 22 rate cut to consumers, leading to faster-than-expected inventory depletion. Sales of automobiles, large-screen televisions, washing machines, dishwashers, and refrigerators have surged unusually, leaving manufacturers struggling to replenish stocks. For the first time, a waiting period has emerged for premium electronics, and companies indicate that clearing the backlog may take several weeks.
To address this situation, the Department for Promotion of Industry and Internal Trade (DPIIT) recently reached out to manufacturers, requesting “company-wise details where foreign manufacturers are facing delays in BIS certification.” The department has also sought updated information from industry associations and trade bodies.
The Bureau of Indian Standards (BIS) stated, “We will soon begin issuing and renewing licenses for suppliers from several countries, including China.” Under BIS regulations, any unit—domestic or foreign—producing goods covered under the Quality Control Orders (QCOs) must obtain certification. BIS teams conduct physical inspections of foreign factories before granting approval. While domestic facilities received prompt clearances, approvals for foreign plants, especially those in China, faced prolonged delays, which severely disrupted India’s supply chains.
India–China Trade Relations
The reprocessing of certificates follows recent positive developments in India–China trade relations. China has resumed exports of heavy rare-earth magnets to India after a six-month hiatus, easing pressure on manufacturers in sectors such as electric mobility, renewable energy, and consumer electronics.
Role of BIS Certification
BIS certification plays a crucial role in safeguarding consumer interests and ensuring product reliability. It verifies that goods—whether made in India or abroad—adhere to specific Indian standards of quality, performance, and safety. For foreign manufacturers, obtaining this certification is an essential step before exporting regulated products to India. The process involves documentation, sample testing, and a comprehensive factory audit by BIS officials.
