IS 13779:1999 specifies the general requirements and tests for various ac static watt-hour meters of classes 1 and 2, which are generally equivalent to induction meters.

The Bureau of Indian Standards adopted this 'Indian Standard' after the Electrotechnical Division Council approved the draft finalized by the Equipment for Electrical Measurement and Load Control Sectional Committee.

This standard specifies static watt-hour meters of accuracy classes 1 and 2 for measuring alternating-current electrical active energy at frequencies ranging from 45 Hz to 55 Hz for single-phase, three-phase, balanced, and unbalanced loads.

It only applies to static watthour meters consisting of measuring element and register enclosed in a meter case. It is also applicable to the operation indicator and the test output. It also applies to meters with multirate tariffs and meters that measure energy in both directions.

Meters are classified as Class 1 and Class 2. Meters must be designed and built in such a way that they do not introduce any danger in normal use and under normal conditions in order to ensure personal protection from electric shock, personal protection against the effects of high temperatures, protection against the spread of fire, as well as against solid objects, dust, and water.

  5. Test of starting condition
  6. Test of no-load condition
  7. Power Consumption

Marking shall be done as per the standard requirements, and every meter shall bear the information specified in the standard. The Manufacturer must obtain a BIS license from the Bureau of Indian Standards to use a standard mark (ISI Mark). The Bureau grants a license based on a successful assessment of manufacturing infrastructure, production process, and quality control and testing capabilities during a visit to its manufacturing premises.
