India is considering adding 58 chemicals to the BIS mandatory list in 2023
India’s Department of Chemical and Petrochemicals (DCPC) held a stakeholder consultation meeting on 22 December 2022 to consider adding 58 chemicals to the BIS mandatory certification list.
Since 2018, 63 chemicals have been added to the BIS mandatory certification list of Scheme I. QCO of 25 of the 63 chemicals have been implemented. According to various deadlines, the remaining 38 chemicals QCO will be implemented in 2023. Once the chemicals are added to the BIS mandatory list, manufacturers, traders, and importers will be required to obtain BIS certification and display the BIS standards mark on the packaging and labels of their products.
The 58 chemicals considered at the meeting are regulated under the Rotterdam Convention. More information on the implementation date of mandatory quality control orders for these chemicals is expected in 2023.

It is mandatory to obtain BIS certification for a product covered under the mandatory certification list of BIS. Bureau grants a BIS license for the use of the standard ISI mark on a product that conforms to applicable Indian standards. In order to use the standard mark, all manufacturers must obtain a BIS license for the product that conforms to applicable Indian standards. After successfully assessing manufacturing infrastructure, production processes, quality control, and testing capabilities, Bureau will only grant a BIS license.
